Idaho has begun piloting a Law Enforcement Phlebotomy Program based upon the Arizona model, which allows officers to be certified to obtain blood samples without the added expense of having hospital personnel draw the blood. The Arizona program is funded by a NHTSA grant administered through the Arizona Governor’s Office of Highway Safety.
